  • The Indian Technical and Economic Cooperation (ITEC) Programme was instituted by a decision of the Indian Cabinet on 15 September 1964 as a bilateral programme of assistance of the Government of India. The decision regarding setting up the ITEC programme was predicated on the underlying belief that "it was necessary to establish relations of mutual concern and inter-dependence based not only on commonly held ideals and aspirations, but also on solid economic foundations. Technical and economic cooperation was considered to be one of the essential functions of an integrated and imaginative foreign policy."
  • The ITEC Programme, fully funded by the Government of India, has evolved and grown over the years. Under ITEC programme, 161 countries in Asia, Africa, East Europe, Latin America, the Caribbean as well as Pacific and Small Island countries are invited to share in the Indian developmental experience acquired over seven decades of India's existence as a free nation.
  • For ITEC Civilian Training Programme, around 12000 scholarships are being offered to ITEC partner countries to attend the various training courses in India. The premiere institutions of India offers more than 300 short-term, medium-term and long-term courses during the year. The training programme is demand-driven and subjects selected are of interest to developing countries for their working professionals. The wide and diverse spectrum of skills and disciplines offered ranges from IT to rural development, parliamentary practices to entrepreneurship, marine to aeronautical engineering and so on. An encouraging trend of senior level participants from within and outside Government joining ITEC courses has been noticed which indicates the efficacy of the courses for capacity building, empowerment and upgrading of skills. At the specific request of partner countries, special courses on specific topics are also organized under ITEC.

ITEC Terms & Conditions

  • Participants must ensure that they have appropriate visa for India, valid for the entire duration of the training course before departure. While the Visa for India would be provided by Embassy of India, Malabo on gratis basis, participants should obtain required transit visas, if any, on their own.
  • Participants are required to take Yellow Fever and any other prescribed vaccination, if so required as per WHO protocols, well before their departure to India (at least 10 days before the date of travel) otherwise they are liable to be quarantined at the airport on their own cost.
  • Participants are required to obtain from the Embassy of India, Malabo the contact details of the Course Coordinator and the Training Institute and should keep the Institute informed of their travel plans well in advance.

They must familiarize themselves with the weather conditions at the place of training and carry appropriate clothing with them.

  • Participants are required to conduct themselves with discipline and abide by conduct rules, regulations and guidelines as stipulated by both the Equatorial Guinea Government and the Government of India.
  • Participants are required to abide by the rules of the university/ institution/ establishment in which the participant is selected to undergo the training as well as participate in all Course-related activities including submission of periodic assessments/ tests conducted by the Institute.
  • Participants may be taken on educational study tour(s) as part of their Course Curriculum. This also typically includes visits to different Indian heritage sites/ places of interest located in the geographical vicinity of the institute. Participation in the study tour is mandatory.
  • Participants are required to complete the training Course. Participants must ensure that there are no family or official commitments during the training programme. Request for leave during the course may not be acceded to by the Government of India. Participants are required to return to Equatorial Guinea upon completion of the training Course.
  • Participants who leave the Course midway without prior intimation/permission of the Ministry of External Affairs or remain absent from the Course are required to refund the cost of training including airfare to Government of India.
  • Participants must refrain from engaging in any political activity and/or any form of employment for profit or gain while on training.
  • Candidates must not to carry any arms, ammunition drugs or any other prohibited and illegal items.
  • Participants are not allowed to bring along their spouses or families for the duration of the Course. No such request will be entertained by Government of India.
  • ITEC sponsorship could be canceled at any time due to unsatisfactory conduct, breach of conditions of the Programme, violation of rules of the institute/ university/ establishment, failure to make satisfactory progress in the training Course or for other sufficient cause as determined by the Government of India.
  • Female participants are advised that if they are pregnant, issues related to their pregnancy will not be covered during their training on India.
  • If any special assistance is required by a participant during his/her stay in India, it should be intimated to Embassy of India, Malabo as well as to the concerned Institute prior to departure for India.
  • Participants are advised to join social media handles of ITEC on Facebook/ Twitter to get useful information from the ITEC community.

Expenses Covered under ITEC programme

  • Air Fare: Excursion/ economy class air tickets for travel from the airport nearest to their place of working/ residence in their respective home countries, to their place of training in India and back;.
  • Visa: Visa is issued gratis to the participants. Prior to departure for training in India, participants are advised to apply for Visa to the Embassy of India, Malabo. Visa issued for a particular training programme cannot be utilized for some other purpose.
  • Course Fees: Fees charged by the training institutes are borne by the Government of India.
  • Accommodation: Accommodation is provided by the Training Institute in a hostel/ hotel and the charges on this account are borne by the Government of India. While generally accommodation is provided on single occupancy, there could be instances of accommodation being provided on double occupancy basis. (Type of accommodation being provided by the Institute is available at ITEC portal). Participants are required to pay for availing services such as Room service, Laundry,  Local and outstation telephone calls, fax, etc.
  • Living Allowance: The participants will receive a daily living allowance. Disbursement of this Allowance will be made by the Institute on a weekly/ fortnightly basis (as decided by the Institute) after deducting charges for meals, as participants are required to bear expenditure for meals from the Living Allowance. In case institute does not make any arrangement for provision of meals, the participant will receive the entire daily living allowance. Participants are advised to bring some extra money with them for any particular individual needs they may have, including special dietary needs, shopping and other out-of-pocket expenses
  • Book Allowance: The institute will provide the necessary training material, handouts, books, e-study material or any other documents which are necessary for training/ self-study including a welcome-kit to the participants. In some cases, the institute may specify certain books and suggest that the participants should purchase the same. Cost on such purchases will be borne by Government of India.
  • Study Tour: An educational-cum-sightseeing study tour is an integral part of many courses. They also serve to familiarize the participants with Indian culture and history and are compulsory. Government of India bears the cost of such study tours during the Course.
  • Medical Facility: Participants selected for training Courses are expected to be medically fit. The Government of India will cover medical treatment only for ailments of immediate and emergency nature occurring in India. No medical reimbursement will be provided for ailments of chronic nature or for pre-existing medical condition. Participants must carry their medicines for chronic ailments like diabetes, hypertension, etc. and have to bear the expenditure for medicines and consultation of doctors on their own.


  • According to the laid down procedure, the applicant is required to meet the following eligibility criteria before filling up the application online
  • Officials working in Public and Private Sectors, Universities, Chambers of  Commerce and Industry, etc.
  • A applicant must meet the required academic qualification as laid down by the institute for the selected course.
  • Applicant should be between the age group of 25 to 45 years.
  • Working knowledge of English is essential for attending the courses.
  • Minimum 5 years of work experience is required.
  • Applicants should be medically fit.
  • Those who have participated in the ITEC programme or got any
    other scholarship funded by Government of India earlier, are
    not eligible to apply.
  • If the applicant meets the above eligibility criteria, he is required to
    visit the website https://itecgoi.in and look for the link “Search/ Apply for
    ” and click on it. Then, click on “Upcoming Courses”.  Later, the “List of Courses 2024” will appear on the screen.  On this page a list will appear on the screen which contains details of the course and time period/duration, when it will be commenced in the institute. A box viz. APPLY will appear on the screen with each course. Upon clicking it, another page, carrying instructions, will be opened.
  • The applicant should go through the instructions cautiously before
    clicking on the drop down box being displayed as “Select Country”
    and select the country’s name as “Equatorial Guinea”. Later, the same page will
    be extended and on the left side, the applicant may find the details of
    the officer of EOI, Equatorial Guinea dealing with ITEC. Here, the applicant
    may also find a box viz. PROCEED at the end of the same page.
  • Upon clicking it, online application is opened on the computer screen. Applicant may fill in all entries online carefully.
  • The applicant will also be asked to choose his/her own login email ID,
    which would be used by the system to keep posted of the processing
    status of the application. It is, therefore, important that correct valid
    e-mail address should be given while filling in the application.
  • It may be noted that rows of any table given in the application form
    can be increased/decreased by pressing +/x sign given at the
    extreme right of each table.
  • When the applicant fills up the form online and submit it finally, a link
    will be sent to the candidate’s e-mail ID (given by the candidates
    while applying for the course) by the ITEC team for activating his/her
    account. This link will be carrying the Password also.
  • Following the activation of the account, the applicant is needed to
    download a printout of the application with the help of his/her e-mail ID and Password. The applicant will also get four (4) blank forms as
    part of the application, which includes English Proficiency, Medical
    , Undertaking by the Applicant and Nomination. The
    English proficiency form will be filled by the ITEC Officer of the Embassy. The Nomination form should be filled and signed by the concerned officer of the Ministry of Foreign Affairs, International Cooperation and Diaspora. Undertaking will be given by the applicant himself and Medical Report should be taken from a hospital. Here it is important to mention that all entries should be made properly in these forms and
    thereafter to be submitted to Embassy of India, Malabo personally. The applicant
    should also carry the original academic certificates, Citizenship card,
  • The applicant should submit the form to the Embassy of India, Malabo after completing the above procedure. It is significant to mention here that the application should be submitted preferably 3 months before the start of the course.
